Sir:
Necessary business calling me to the place where the public Boards in Virginia lately meet, prevented me from attending the Treaty (in the early) part thereof.
Upon looking over the proceedings and the conclusion made; altho, not altogether conformable to my views; yet, as there seems to be a real pacific disposition taking place, I willingly join with the other Gentlemen in the Report now to be transmitted to you and the more especially, as another meeting is agreed on in the winter, when (the wishes} of Congress may be known; and in the meantime, the Mountain Militia obtain such a respite, as will enable us to send aid to the Armies under your Excellency*s direction.
