Historical Background

A Democrat from Mississippi, Pat Harrison served in the U.S. House of Representatives from 1911 to 1919 and in the U.S. Senate from 1919 until his death in 1941.  As chair of the Senate Finance Committee, he shepherded much of the New Deal legislation through Congress.  In 1940, his colleagues elected Harrison as President Pro Tempore of the Senate.
